A new lockdown has started in the Netherlands – with just essential shops still open and many other business and institutions closed until the middle of January.

This lockdown is due to the faster than expected spread of the Omicron variant.

  7. I am confused the meaning of "rule out", it has already mean "not a possibility" but in the news headline it says that "UK won't rule out new measures…" is it kind of a double negative? Does it mean "UK won't say new measures is not a possibility"? Thanks.
